The Society for Advancement of Management (SAM) is proud to announce Steven Holtzman, Senior Scientist at the Human Resources Research Organization (HumRRO), as a Featured Presenter for Educational Research & Measurement Day during the 2026 SAM International Business Conference, taking place March 16–21, 2026, at the New England Institute of Technology in Rhode Island.

With more than 15 years of experience in educational research, personnel assessment, and data analytics, Holtzman brings deep expertise that spans the higher education, workforce, and military sectors. At HumRRO, he directs non-cognitive assessment operations and research projects for the military while supporting a broad range of studies focused on assessment design, validation, and implementation. His analytical insight and hands-on experience in test development and measurement systems continue to shape how organizations evaluate talent, performance, and readiness across diverse environments.

Before joining HumRRO, Holtzman served as an Operations Researcher for the Department of Defense’s Defense Testing and Assessment Center and spent 15 years as a Principal Research Data Analyst at Educational Testing Service. His work has advanced understanding of non-traditional testing methodologies such as forced-choice exams and Situational Judgment Tests (SJTs), while also contributing to innovations like the Tailored Adaptive Personality Assessment System (TAPAS). His research interests include non-cognitive assessments, personality measures, survey analysis, and statistical modeling, with over 50 technical reports, publications, and conference presentations to his name.

Holtzman has also demonstrated leadership in the academic community through his long-standing involvement with the Northeastern Educational Research Association (NERA), where he previously served as President and continues to contribute as a journal reviewer and active member. His experience and dedication to the advancement of applied research make him an exceptional addition to this year’s Educational Research & Measurement Day program.
