
Digital transformation in public sector organizations is often discussed as a technology upgrade, but in practice it is an organizational change challenge that depends on systems, people, and decision quality. This accepted faculty and student research presentation examines a real-world case from Paraguay that shows how integrated ICT and geolocation tools can strengthen data-driven management inside a complex public university hospital environment.
Using a mixed-methods organizational case study approach and a dataset of 156,115 anonymized operational records tied to specific pathologies, the research evaluates how digital tools improve information accessibility, operational efficiency, and managerial decision-making. The study highlights measurable gains in process efficiency and high user acceptance, while also addressing early obstacles such as uneven data quality and infrastructure differences that are common in resource-constrained settings.
A distinctive contribution of this work is how geolocation is positioned not as a “nice to have” feature, but as a decision-support capability that improves strategic visibility of service demand patterns. By translating operational activity into clearer, location-informed insights, managers can better coordinate services, identify pressure points, and make more informed operational and governance decisions without relying on new physical infrastructure.
