Presentation Abstract: This paper conducts an empirical comparative study on the national innovative performance (NIP) of America and China from 1995 to 2021. Statistical analysis is conducted based on three different approaches: knowledge production, innovative capacity and institutional structure. Knowledge production approach finds that knowledge stock is a common determinant of NIP for both America and China. Innovative capacity approach finds that openness and industrial specialization boosts America’s NIP while business R&D and venture capital uplifts China’s NIP. Institutional structure approach shows that rule of law promotes America’s NIP while bureaucracy quality promotes China’s NIP. These findings show that in a mature economy like America innovative performance is chiefly triggered by knowledge stock, economic institutions, and industrial sophistication. On the contrary, in an emerging economy like China, innovative performance is chiefly triggered by knowledge stock, R&D investments and bureaucratic efficiency. Therefore, innovative inputs, institutional structure and government policies all contribute to innovative performance of both countries, though in different modes of practice. This paper demonstrates distinctive innovation paths followed by America and China and sheds light on future research with regard to innovation competition between great powers.
